The song is about the "pay-to-play" scene on the Sunset Strip "The Sunset" in the 80's and 90's. The main character is an unknown male lead guitarist wanna-be rock star. The Sunset, is of course also The sun setting in the sky, for which view the westward facing street was aptly named.
